The main point to creating this makeup in a short amount of time is to use products and techniques that lower the margin of error. This means using more cream or stick formula products to reduce the amount of time you're spending on blending. You also want to avoid high saturation products so you don't make the mistake of putting on too much too soon.
I still used eyeshadow in this video but if you want to be even quicker you can use eyeshadow sticks like these judydoll ones or the ones from Laura Mercier:

But for the tips and tricks part: When it comes to eyeliner I like to focus on the same points. For example I choose a "point" in my eyebrow that I draw towards to. That way I receive the same eyeliner every single day.

I agree, I spent a lot of time in 2020-2022 practicing my gyaru makeup so that I could be faster. I used to take about 60-90 minutes to get done but that was due to the fact I was not familiar with what I liked and I was focused on trying new things.
DeleteThat's definitely a good tip! I didn't have eyebrows for a while so I couldn't use them as a guide, but now that I got them retouched I have been using them as an anchor point for my winged liner.
